
Steel Cargo Surveys at the Morowali Industrial Hub
A Pre-Loading Survey is the primary mechanism to mitigate P&I (Protection and Indemnity) risks. Unlike anchorage loading, wharf-side operations allow for more rigorous “shore-side” inspections before the cargo passes the ship’s rail.
Product-Specific Inspection Focus
Each steel product has a specific “vulnerability profile” that must be documented in the Survey Report:
– Hot Rolled Coils (HRC): Primarily inspected for physical deformation (telescoping), oxidation levels, and strap integrity.
– Cold Rolled Coils (CRC): High sensitivity to moisture. Focus on the integrity of the VCI (Volatile Corrosion Inhibitor) paper and outer steel wrapping. Any sign of “sweating” or torn packaging is a critical defect.
– Steel Plates: Check for “wavy edges,” surface pitting, and mechanical gouges caused by improper forklift handling at the storage yard.
– Wire Rods: Often shipped in bundles; check for broken securing wires and “wild coils” (unraveled ends) which complicate discharge.
– Steel Slabs: Focus on heat numbers/markings and surface cracks (scabs/slivers).
The surveyor must verify the following before the “Hook-On” phase:
– Silver Nitrate Test (Salinity): Mandatory for all steel cargo in Morowali. This confirms if rust is pre-existing (atmospheric/rain) or results from brackish water spray at the wharf.
– Dunnage & Stowage: Ensure the use of kiln-dried hardwood dunnage. In Bahodopi’s humid climate, “green” or wet wood dunnage will cause localized “pressure rust” on the bottom tiers.
– Hold Cleanliness: Holds must be “Hospital Clean” for CRC and “Grain Clean” for HRC/Slabs. Bilge suctions must be tested and confirmed functional.
– Lifting Gear: Verify that “C-Hooks” or woven wire slings are used for coils to prevent edge crimping. Steel wire ropes should be avoided for CRC.
Professional Remarking
To protect the Carrier and Charterer, the Mate’s Receipt must be accurately claused. Avoid vague language. Standard remarks:
“Atmospheric rust on all visible surfaces.”
“Edges of coils dented/crimped/buckled.”
“Outer packaging torn, contents exposed.”
“Mechanical damage/gouges to plate surfaces.”
“Silver Nitrate Test: Negative (or Positive).”
